What drives the cost

Floor area — same per-m² maths as a normal house, slightly more expensive per m² because small builds don't dilute fixed costs.

Whether it's habitable — insulation, ventilation, fire-safety, means of escape all kick in for habitable use.

Services — running power, water and waste from the existing house is cheaper than new connections from the street.

Cladding match to the main house — matching cladding looks better but costs more than a generic shed cladding.

Consent vs exempt

Schedule 1: single-storey detached buildings under 30 m² can be exempt from consent IF they're not used for habitation (sleeping). A 'sleepout' used for actual sleeping technically requires consent unless the new 70 m² exemption applies.

The 70 m² exemption (from 15 Jan 2026) allows a fully self-contained dwelling — but only with LBP-supervised design and construction. Not a DIY path.

Get clear with your council before starting. Retrospective consents (Certificate of Acceptance) are slower and more expensive than getting it right first time.
