Did BNZ have an approved-builder list and does it still exist?
Short answer
BNZ historically published an 'approved builders' list and a 'preferred builders' panel that simplified construction loan approvals — borrowers using a listed builder got faster lending decisions and standard terms. BNZ has scaled back / removed this list in recent years, moving to a case-by-case assessment of any builder. Other NZ banks (ANZ, ASB, Westpac) have similar varying-by-year arrangements. Always confirm directly with your bank in the current lending year — these policies change without much publicity.

What changed
Banks historically had panels of pre-vetted builders. As the lending market shifted and builder failures became more common in the 2023-2025 downturn, banks moved to case-by-case assessment. The 'approved list' approach didn't catch builders heading into trouble fast enough.
BNZ has been most public about this change. ASB, ANZ and Westpac have made similar but less-announced adjustments.
What banks now want
LBP-licensed builder. Master Build or NZCB membership preferred. 10-year guarantee available on the build (Master Build / Halo / Stamford / Builtin). Fixed-price contract under section 362K of the Building Act. Healthy company financials — banks now look at the builder's Companies Office record more closely than they used to.
If you're applying for a construction loan in 2026, get the bank's current requirements in writing before signing the contract with the builder.
